Bevington Attending Gwich'in Tribal Council Assembly

He will address the assembly tomorrow.

NWT Boards 'On Hold' While Minister Fails to Make Timely Appointments

Yellowknife - Despite recommendations from two federal reports, the minister for Aboriginal Affairs and Northern Development has failed to make timely Northern appointments to the numerous regulatory boards across the Northwest Territories.
Both the 2008 McCrank Report "Road to Improvement: The Review of the Regulatory Systems Across the North," and the 2010 Standing Committee on Aboriginal Affairs and Northern Development Report "Northerners' Perspectives for Prosperity," have clear recommendations for timely board appointments.
"Why won't the government respect the importance of timely action on these appointments?" Asked Western Arctic MP Dennis Bevington. Bevington also voiced concerns over the length of time associated with these board appointments and the inherent unfairness to the lives and careers of the individuals appointed.
He also pointed out the Gwichin Renewable Resource Board as an example. "The GRRB has only had 4 regular members out of 12 since 2010, which means this board has had no quorum and cannot function or make legal binding decisions," explained Bevington.
Eleven of the NWT's thirteen Regulatory and Land Claim boards have vacancies. "The Harper government continues to fail in its responsibilities to ensure these boards can operate fully and effectively. Their inaction is fulfilling their own arguments that the regulatory process is flawed," stated Bevington.
Over the next six months, many of the current positions on the Boards are due for renewal or replacement. "This government needs to be pro-active on this issue, and these appointments need to be dealt with in a timely fashion," Bevington concluded.

Two federal reports have called for timely ministerial board appointments. Neil McCrank's 2008 Report, a review of the regulatory systems across Canada's North, and the 2010 report from the Standing Committee on Aboriginal Affairs and Northern Development, which received support from all political parties in the 40th Parliament.
Here are the two recommendations as worded in both reports:
Recommendation #15 – "The office of the minister of INAC should establish a process that would anticipate board appointments and ensure that the appointments are timely." (McCrank Report, 2008)
Recommendation # 29 – "That the Government of Canada, to minimize the risk of failing to meet quorum for regulatory boards, stagger appointments and extend the term of existing board members, where possible, until new appointments can be made. As well, the Government's should seek further enhancements to streamline the nomination and appointment process, to the satisfaction of all parties." (Report of the Standing Committee on Aboriginal Affairs and Northern Development, 2010)

Western Arctic MP Dennis Bevington and his colleague Linda Duncan the MP for Edmonton Strathcona will be attending the 41st Dene National Assembly in Fort Providence this week.
"It's a great opportunity for Linda and I to meet with the Chiefs of Denendeh and to hear Northern Aboriginal concerns first hand," said Bevington.
Both Bevington and Duncan will be available for interviews in Fort Providence Wednesday and in Yellowknife for phone or in person interviews Thursday afternoon.

Bevington will also be attending the public event tomorrow at SombaK'e Park, and their departure at the Yellowknife airport on Wednesday.
"With the theme of 'Moving Forward Together,' the tour will provide the Duke and Duchess of Cambridge a first hand look at our diverse culture and our Northern Territory, I am sure that this Royal Tour will forge an enduring relationship with this extraordinary couple," Bevington added.

Yellowknife - Today the House of Commons Standing Committee on Aboriginal Affairs and Northern Development passed Dennis Bevington's bill C-530, which changes the Northwest Territories Act (Borrowing Provisions).
The committee approved the bill without amendment and to report it back to the House of Commons for third reading. The committee's approval of the bill came after hearing witnesses from the NWT Department of Finance, and the federal departments of Finance and Indian Affairs and Northern Development.
"I'm glad the majority of the committee supported my bill and was particularly happy to hear the testimony from the NWT Finance officials who revealed that the current borrowing limit review underway with the federal government is only an operational review and does not address the questions of the adequacy of the borrowing limit whether there should be a limit at all," said Bevington.

Yellowknife - Tomorrow the House of Commons Standing Committee on the Status of Women will be hosting a meeting at the Yellowknife Inn.
Witnesses participating at this meeting include NWT organizations such as the Native Women's Association of the NWT, the YWCA and the Status of Women Council of the NWT. There will also be participants from the neighboring territory of Nunavut.
"I'm thrilled that the Status of Women Committee is coming to the Northwest Territories to meet with our frontline organizations who handle the serious issues facing our Northern Women," said Western Arctic MP Dennis Bevington.
The Meeting will be from 8am – Noon. The main topic for tomorrow's meeting is violence against aboriginal women.

Bevington calls for changes to Borrowing Limits
Private Members Bill to Help NWT with Federal Funds

Ottawa - Tomorrow (June 9, 2010) Western Arctic MP Dennis Bevington will introduce a bill in the House of Commons that will change the borrowing limits for the Government of the Northwest Territories.
"While we are not a province, the NWT needs independent fiscal certainty in its ability to make investments for the future of the territory. We cannot wait for the Harper government to act, my private members bill will be a step in the right direction," said Mr. Bevington.
Mr. Bevington will be available for interviews after his bill introduced in the House of Commons.
Interview sessions will be scheduled on a first come, first served basis.
Mr. Bevington will introduce his bill during Routine Proceedings of the House of Commons, which begins at 15:00 hrs Ottawa time (13:00 hrs Yellowknife time).

Bevington Urges Area Donations to Red Cross for Haiti Earthquake
Fort Smith - In the wake of the coastal, catastrophic 7.0 earthquake near Port-Au-Prince in Haiti Tuesday, Western Arctic MP Dennis Bevington is urging constituents to give "as generously as possible" to the Canadian Red Cross.
"Haiti is so vulnerable and impoverished with political instability so this natural disaster will be particularly damaging to the people with potentially large numbers dead and injured," Bevington said. Bevington and his NDP colleagues are urging the Canadian government to act immediately in sending in the DART rescue team (Disaster Assistance Relief Team) and coordinating the aid effort.
Canadians are encouraged to support Red Cross relief efforts by making a financial donation to the Canadian Red Cross Haiti Earthquake fund. Donations can be made online at RED CROSS HAITI RELIEF, by calling toll free 1-800-418-1111.
"The Red Cross has a good reputation in this emergency aid as we saw with the tsunami in Southeast Asia and I understand the local Red Cross office on will be receiving money and we can wait to hear about requests for other types of assistance or material."
Bevington said the New Democrat caucus discussed the Haiti earthquake in a conference call last night, and it is one of the reasons the NDP caucus decided to come to Ottawa Jan. 25-27 to monitor the Canadian government response.

Bevington Echoes Northerners Call for more Infrastructure
YELLOWKNIFE - Western Arctic MP Dennis Bevington wrapped up a week of community visits in Inuvik today. The community visits were part of Bevington's consultation about the recent Joint Review Panel Announcement for the proposed Mackenzie natural gas project.
"While many Northerners are excited about the prospect of the multi-billion dollar project, they want a highway, and I will do what I can to help make an all weather road system a reality," Bevington said Tuesday morning.
Another key message the Member of Parliament received, was the need for immediate "impact funding."
"People of the North need to be assured 500 million dollars of social impact funding, will be flowing before shovels are hitting the ground for this project," Bevington added.
Dennis will be available for phone interviews tomorrow afternoon around 1:15 Mountain Time.

YELLOWKNIFE - Western Arctic NDP Member of Parliament Dennis Bevington will host a press conference on November 29, 2007 at 7 p.m. in the Northern United Place auditorium.
Bevington will be releasing his report on the diamond mining industry entitled "Diamonds are Forever: Our Mines are Not."
This report has been in the works since May 2007, and concludes with 10 recommendations to improve and sustain the industry as a whole for the benefit of all Northerners. The press conference will be followed by a Western Arctic constituency meeting. Everyone is invited and encouraged to attend.
